Fuel shortage hits police; operation cars grounded.

The new policy by the Mahama administration to let oil marketing companies decide the prices of their own imported petroleum fuels is already taking casualties among the public service institutions.

Apparently, the onset of that policy went along with a government directive asking the various oil marketing companies to stop supplying fuel to the Ghana Police Service so the service has grounded hundreds of its operation vehicles nationwide.

Speaking to Today, some police personnel who spoke on condition of anonymity confirmed that this round of fuel shortage that had hit the service was but another instance of fuel-obtaining problems the service had had to deal with over the last two years of this current administration.

In the past the problem had hit sections of the service, but now, our source said, it hit the police commands nationwide.

The source further disclosed that for some time now commanders at various units, districts and divisional commands across the country used their own monies to purchase fuel to run operational vehicles.

Inside sources told this paper that the situation was so dire that it was already affecting emergency operations and daytime and night patrols.

The source actually disclosed that the Ghana Police Service was highly indebted to a number of oil marketing companies, which situation compelled the national administration to direct the companies to halt fuel supply.

Non-payment of the arrears over the years, the source said, raised the debt sky high.

And to deal with the situation in some parts of the country, this paper learnt that some police commands ordered personnel to openly collect monies from people who visited police stations and tried to access police service and assistance.

president mahama frees 900 prisoner's;14 on death row sentence reduced

President John Mahama has freed some 900 prisoners ahead of tomorrow’s Republic Day holiday.

Tomorrow marks Ghana’s 55th year as a republic after it weaned itself from British colonial rule. The amnesty granted is a yearly activity exercised by the president.

Of the 900, 883 are first-time offenders who showed good behaviour after being sentenced. 14 out of the number who were on death row have also had their sentence reduced to life imprisonment.

A statement from the Interior Minister says the president expects them to be of good behaviour.

In 2013, some 900 prisoners were freed. Some 1104 others also gained their freedom in 2014.

The power to grant amnesty is stipulated under the Prerogative of Mercy in Article 72 of the 1992 Constitution of the Republic of Ghana.

Blakk Rasta's apology not "genuin" _MPs

Some MPs are not convinced that the apology rendered by embattled Hitz FM presenter Blakk Rasta was ‘genuine’ enough to be forgiven after branding parliamentarians as ‘wee’ smokers.

Two Volta regional MPs, NDC Ho West Emmanuel Kwasi Bedzra and NDC MP North Dayi George Loh are leading the charge that Blakk Rasta must be used to set an example that Parliament must be respected.

An MP told Joy News Blakk Rasta’s apology was “belated”. His defensive posture only melted away as the tape containing his contemptuous statements was played back to him.

Blakk Rasta born Aboubakar Ahmed claimed, 80% of MPs smoke the illegal substance marijuana, a claim he said doctors can confirm through blood test on the lawmakers.

Incensed by his commentary on Hitz FM’s Entertainment News, Blakk Rasta was dragged before the Privileges Committee to explain why he should not be punished for contempt.

Blakk Rasta says he ”unreservedly” apologises.

MP's tell Blakk Rasta to be decorus and decent.

The Privileges Committee of Parliament has cautioned radio Presenter and reggae musician, Blakk Rasta to be decorous in his remarks.

Blakk Rasta on Thursday was summoned by the Committee to answer queries about some comments he made on air about Parliamentarians.

Members of Parliament found his comments unsavory and indictment on the integrity of the House and cited him for contempt.

Blakk Rasta was quoted to have said that "there are about 80 percent of Parliamentarians who spoke weed so why do people think those who smoke marijuana go mad."

Rendering an apology to the August House, he told the Committee that his intention was only "a passionate one to make the economy balanced by legalizing marijuana" but not to run down the reputation of Parliamentarians in the country.

Appearing before the Committee, the host of Hitz FM's Taxi Driver show was advised by a member of the Committee to watch his tongue and also be decent in his style of presentation.

Asamoah Gyan faces 25 yrs jail term if........

Police at the Domestic Violence and Victim Support Unit (DOVVSU) at the Ministries in Accra say Asamoah Gyan could face up 25 years in prison if found guilty in the rape case brought against him.

The Unit is expected to begin investigations into the matter after a 22-year-old university student filed a case there.

Sarah Kwabla, is said to have first reported the case of the alleged rape to the Odorkor Police but it has emerged that lawyers for Asamoah Gyan had rather filed a case of attempted blackmail.

The Odorkor police closed that case after the two parties agreed to resolve the matter amicably.

However counsel for the student, Maurice Ampah says he has filed a fresh case of rape at DOVVSU against the Black Stars captain.National DOVSSU Head, ACP HabibaTwumasi Sarpong confirmed to Joy News they have received the complaint.

She says the plaintiff reported a case of rape and that is what is being investigated.

“If a rape case is true according to the code then the defendant will receive a sentence between 5 to 25 years in jail at the prerogative of the judge”.

She added that Asamoah Gyan has not been charged and that the only thing that is being done is investigations into the report.

'Sodom and Gomorrah' Riots: 26 persons arrested

The Greater Accra regional Public Relations Officer of the Ghana Police Service has disclosed that 26 persons were arrested in connection with Monday morning rioting in different parts of the capital.

Of the 26 currently being held, there are 25 men and a woman.

ASP Afia Tengey who was speaking on Accra-based radio station Asempa FM's news analysis program, contested claims that the police were overwhelmed by the rioters who were armed with stones and other implements.

She averred that the police contained the rioters to the best of their capability even though they suffered some losses. 'Some of our cars were damaged, windshields especially were smashed on a number of our police vans because of the stones they hurled at us,' she added.

She, however, admitted that the disjointed nature of the rioting groups made the initial job of the police difficult as a result of which they called for reinforcement to quell the situation.

Am not doing politics with relief support say,s Ezenator Rawlings

Dr Ezenator Rawlings, a daughter of former President Jerry John Rawlings, has denied reports that she is using her relief support campaign to launch her political bid.

Dr Rawlings has joined forces with Accra-based television network TV3 to raise funds for the June 3 disaster victims of which over 150 persons lost their lives.

“Do you see me wearing anything that promotes anything in particular?” Dr Rawlings queried when asked about her intention behind the relief campaign.

“I’m here in my normal gear helping just like everyone else is here.

It’s a communal effort and I think that we need to go beyond politicising what needs to be done for people and what people need to do for themselves,” Dr Rawlings told Accra-based Citi FM.

She added: “What is important is what is happening on the ground; that is what matters and I don’t think it’s .
necessary to point fingers and say someone is using this as a way of launching one thing or another.”

Disaster on June 3 scares sex workers ..

Many female sex workers who ply their trade at nightclubs, drinking spots and hotels around the June 3 disaster scene at the Kwame Nkrumah Circle have taken self-imposed leave.

The few of them who still go to those joints do not stay long because of the fear of any recurrence of the disaster.

Their fear is said to heighten whenever they remember their six colleagues who were among the 159 people killed in the June 3 flood and fire disaster.

Floods, resulting from torrential rains, brought Accra to its knees on June 3, 2015, with the attendant unimaginable loss of lives and destruction of properties.

About 159 people were killed at the GOIL filling station, near the GCB Bank Towers building that exploded during the rainfall.

Many of the victims of the filling station inferno were among others who had sought shelter there to escape the flood waters, the overflowing Odaw River and water-filled uncovered drains.

A visit to the Vienna City, the Cumberland Hotel and other entertainment joints around the disaster scene last Thursday night by the Daily Graphic team revealed that only a few of the sex workers were on ‘duty’.

Many of the seats at the drinking spots were also empty as of 10 o’clock in the night.

“Six of the sex workers were killed in the fire. As a result, many of them have stopped coming here,” Mr Ginovibe Asabire, who sells cigarettes in front of the Vienna City, told the Daily Graphic.

“The few of them who come here will be talking about their colleagues who were killed. They will say that they were lucky they were not killed in the fire. Moments after, they will bid farewell that they are going home,” he said.

A seller of mobile phone call credit cards, Mr Omane Acheampong, said many of the clients of the sex workers and others who used to come for entertainment at the centre had stopped coming to the place.

Former general secretary attacks 22 year old miss Francisca oteng mensah

Former General Secretary of the opposition NPP Kwadwo Owusu Afriyie, popularly known as Sir John, has sought to question the marketability of the 22-year-old parliamentary aspirant of the Party for the Kwabre East Constituency, Francisca Oteng-Mensah.

In a no-holds-barred Monday morning interview session with Fiifi Banson on Anopa Kasapa on Kasapa 102.3 FM, Sir John took her and a host of others to the cleaners, alleging the delegates who voted for her were largely influenced with money.

He decried the alleged act, saying it does very little to her campaign.

Sir John told Banson the young lady was novice who would need help in appealing to the larger populace.

“We will have to train her. She is a novice. We will have to help her even in terms of taking her round to the chiefs and opinion leaders and all that.”

Oteng-Mensah won Saturday’s elections with some 331 votes, beating the incumbent MP Kofi Frempong who had 189 votes. The other contestant Adjei Sefa had 33 votes.

The president of Ghana says slowing of inflation shows fiscal plan working

Positive results are starting to flow from Ghana's fiscal consolidation plan that includes an aid deal with the International Monetary Fund and a decision by the European Union to renew budget support, President John Mahama said on Friday.

Mahama cited a slowdown in the increase in the inflation rate as an example of improvement and said the currency, which has fallen to a record low against the dollar, was being hurt partly by speculation.

"We are beginning to see the start of fiscal consolidation," Mahama told reporters. He said he intended to run for a second four-year term in 2016 if selected by the ruling National Democratic Congress to face opposition leader Nana Akufo-Addo.

Since Mahama came to power in 2012, the government has faced a fiscal crisis that has seen a slowdown in growth in an economy that had expanded quickly on exports of gold, cocoa and oil.

Inflation rose in May to 16.9 percent from 16.8 percent the previous month, while the currency has fallen at least 22 percent this year on top of a 31 percent decline last year.

What Mahama called a "tight economy" leaves the government open to opposition criticism compounded by power shortages that have angered voters and sapped business confidence.

In addition, 150 people died last week in an explosion at a gas station and floods caused by seasonal rains that exposed the capital's inadequate drains and infrastructure problems.
Given the slate of problems, stabilising the macro economy is fundamental not just to the government's re-election prospects but to helping Ghana, a stable democracy, regain its place as one of Africa's brightest economic prospects.

Mahama took responsibility for the flooding and said the government was taking steps including dredging drains and encouraging people on low-lying land to move to safer ground.

"It is not the time to lay blame and if it is there is enough to go round," he said, citing the "failure of multiple institutions" as a reason why the floods proved so serious.

The European Union on Friday said it would resume budget support of 161.38 million euros ($181.84 million) to Ghana after suspending aid in 2013.

The EU was satisfied with the IMF deal and a government plan to tackle irregularities in the payroll including ghost workers, EU Ambassador William Hanna told Reuters.

"It is a vote of confidence in Ghana. They have satisfied the criteria. We trust that they will stick to the IMF programme," Hanna said. The aid would be money for health, decentralisation and environmental policy reform.
